Concern over invoice to be handed over even if a cup of tea is sold

Food Safety and Standards Authority of India (FSSAI), have recently released instructions for food vendors. The regulation reads that the food vendor even selling the smallest food item is liable to provide the bills. Along, with regularising the bill, the invoice must have the details of the food vendors such as the license number provided by FSSAI on the bill.

Under the ‘Eat right’ campaign, various food business operators, vendors, and hawkers were trained and educated concerning food safety and hygiene. The motive behind conducting the campaign was also to help the businesses get themselves registered and licensed with FSSAI.

Despite conducting the campaign and educating the business operators about the license, shops are operating without licenses.

While providing an invoice, the hawkers or FBO is required to provide a license number on the invoice and unless it is acquired, publishing it is not possible. The norms were to be implemented from January 1 and those violating the regulations are to be punished.

Ashwin Bhadri, CEO, Equinox Labs, said, “Eat Right Campaign was introduced to help the business operators. While the initiatives are considered to help the FBO and hawkers, they do fail to cooperate. At times, the hawkers and FBOs do have limited information, and even after educating, they do not get an idea about the people with whom should they get in touch. Moreover, the fear of getting tracked (if they perform or conduct wrong activities) doesn’t allow them to get licensed.”

“Providing the invoice with a license number and other details helps the consumers to raise a grievance easily. The rise in adulteration and several other problems does affect the health of people. The consumers are smart enough and constantly consider keeping a track of the purchases in order to return the unsuitable products or raise a grievance about the same. Not providing the consumers with the license number or registration number on the invoice creates room for FBO to escape easily from any grievance. Hence, mandating does allow every hawker and business person to adhere to the norm. In case of violating norms, the business operator is liable for the punishment,” he added.
