ONORC covers nearly entire India says Govt

A key highlight of the Department of Food & Public Distribution’s Year-End Review 2025 is the near-universal rollout of the One Nation One Ration Card (ONORC) scheme, a flagship initiative aimed at ensuring food security mobility for NFSA beneficiaries across India.

Originally launched in August 2019 with inter-state portability across just four states, the ONORC programme has now been implemented in all 36 States and Union Territories, covering nearly 79.8 crore beneficiaries under the National Food Security Act.

According to the review, the scheme has recorded more than 195.9 crore portability transactions since its inception, ensuring that subsidised food grains are accessible to migrant workers and families regardless of their location in India. These transactions include both inter-state and intra-state distributions, and have helped deliver over 464.7 lakh metric tonnes (LMT) of food grains to entitled beneficiaries across the country. 

Government officials noted that the ONORC platform has not only facilitated greater citizen convenience but has also enhanced transparency in tracking food grain movements and beneficiary entitlements in real time. The consolidated database reduces the possibility of duplication and promotes seamless access to subsidised food grains for all beneficiaries, especially migrant populations. 

With this near-complete national integration, ONORC is being seen as a transformative reform in India’s PDS, aligning food security delivery with modern digital infrastructure and ensuring inclusivity across socio-economic groups.
