Centre cracks down on edible oil sector, issues show cause notices for non-compliance with VOPPA Order 2025

The Government of India has stepped up regulatory action in the edible oil sector by enforcing strict compliance under the Vegetable Oil Products, Production and Availability (Regulation) Amendment Order, 2025 (VOPPA Order, 2025). The move aims to enhance transparency, improve data accuracy, and support informed policymaking in one of the country’s most critical food sectors.

Under the amended order, all edible oil manufacturers, processors, blenders, refiners, and re-packers are required to register on the National Single Window System (NSWS) and the VOPPA portal. These entities must also file detailed monthly returns covering production, stock position, imports, dispatches, sales, and consumption of crude, refined, solvent-extracted, blended oils, vanaspati, margarine, and other notified products.

As part of a nationwide compliance drive, the department conducted inspections across several locations, including Indore, to verify registration status and return submissions. The exercise also included industry sensitisation initiatives, with a national workshop held in November 2025 to guide stakeholders on accurate data reporting and timely compliance. Similar workshops are planned in major edible oil-producing states.

Following these inspections, Show Cause Notices have been issued to several large edible oil companies for failing to submit mandatory monthly returns despite repeated reminders through emails and phone calls. These violations fall under Section 3 of the Essential Commodities Act, 1955, and non-compliant entities have been asked to respond within seven days, failing which action may be initiated under Sections 6A and 6B, including inspection and confiscation.

The department has clarified that further notices will be issued to all unregistered units or those failing to file returns. Additional inspections are also planned in states such as Haryana and Rajasthan. The government reaffirmed its commitment to ensuring accountability, regulatory compliance, and national food security through robust monitoring of the edible oil sector.
