Manufacture & sale of packaged drinking water sans BIS mark prohibited

As per Regulation 2.3.14 (17) and (18)of the Food Safety and Standards (Prohibition and Restriction on Sales) Regulations, 2011, no person canmanufacture, sell or exhibit for sale packaged drinking water and mineral water except under the Bureau of Indian Standards (BIS)certification mark.

However, reports of some food business operators (FBOs) manufacturing or selling packaged drinking water without the Food Safety and Standards Authority of India (FSSAI)/Bureau of Indian Standards (BSI) certification mark have come to the notice of the former.

As per information made available by the governments of states and Union Territories (UTs) to the FSSAI, details of samples of packaged drinking water and mineral wateranalysed, found not conforming (including unlicensed) and action taken in the last three years are asunder:

The standards for mineral water and packaged drinking water (other than mineral water) have been prescribed under Sub-regulation2.10.7 and 2.10.8 of the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011, respectively.

The standards for packaged drinking water (other than mineral water) were revised and notified on November 15, 2016. The officials of state/UT governments are responsible for the enforcement oflaws and regulations.FSSAI has written to State/UT authorities to ensure compliance with regulations.  

Faggan Singh Kulaste, minister of state (health and family welfare), said this in a written reply in the Rajya Sabha.
