Bihar to establish milk producer committees in every village to boost dairy output

In a major push to strengthen the dairy sector and empower rural producers, the Bihar government has announced plans to establish milk producer committees in all 39,073 villages of the state within the next two years. The initiative, part of the Saat Nischay-3 rural development programme, aims to increase milk production, ensure fair pricing for livestock farmers, and create employment opportunities across Bihar’s villages.

Chief Minister Nitish Kumar said that committees have already been formed in 25,593 villages, with the remaining 13,480 villages scheduled to complete the process by 2028. These village-level committees will help organise dairy farmers, facilitate direct milk procurement, and eliminate middlemen, leading to better prices for producers. 

Under the same programme, the state has also set ambitious targets for expanding Sudha Milk outlets — run by the Bihar State Milk Co-operative Federation Ltd — to all 8,053 panchayats by the end of the 2026-27 financial year. Currently, such outlets operate in only about 100 panchayats, but government directives now mandate full coverage with priority allotment given to JEEViKA “didis” — women members of the Bihar Rural Livelihoods Promotion Society — to encourage female entrepreneurship in rural areas. 

Officials believe the strategy will not only boost local milk supplies and dairy product availability, but also generate new rural jobs in milk collection, processing and sales — helping curb migration to urban centres and strengthen local economies. 

The move reflects Bihar’s broader focus on agriculture and animal husbandry as drivers of inclusive rural growth, and underscores efforts to make the dairy sector a key contributor to livelihood security and women’s economic participation throughout the state.
