Change in Export Policy; no need for 'Certificate of Inspection' now

The Ministry of Commerce and Industry has issued a notification related to an amendment in the ‘Export Policy’ for foodgrain shipments to European countries.

The Directorate General of Foreign Trade (DGFT), in its notification, has removed the requirement for a ‘Certificate of Inspection’ by the Export Inspection Council/Export Inspection Agency for the export of both non-Basmati and Basmati rice.

As per the notification, the requirement for a Certificate of Inspection from EIC/EAs for rice (Basmati and Non-Basmati) exports is now limited to EU member states, the UK, Iceland, Liechtenstein, Norway, and Switzerland. Exports to other European countries are exempt from this requirement for six months from the date of this notification.

“Certificate of Inspection by the Export Inspection Council/ Export Inspection Agency shall not be mandatory for export to remaining European countries with effect from the date of this notification for a period of six months i.e. till 01.10.2026,” reads the notification.

According to industry insiders, the move will help exporters who were reeling under the current West Asia crisis, which has impacted rice exports to Gulf countries.
