Chouhan reviews moong procurement, MSP in Madhya Pradesh

Union Minister for Agriculture and Farmers Welfare and Rural Development Shivraj Singh Chouhan held a virtual review meeting with the Agriculture and Horticulture Ministers of Madhya Pradesh from Krishi Bhawan, New Delhi, to assess summer Moong procurement, the benefits of Minimum Support Price (MSP) for farmers and the implementation of the Pradhan Mantri Fasal Bima Yojana (PMFBY).
During the meeting, Chouhan said that the Government of India had initially approved the procurement of 4,54,580 metric tonnes of summer Moong for Madhya Pradesh for the 2026 season following a request from the state government. An additional 84,492 metric tonnes was subsequently approved in the interest of farmers, without imposing any financial burden on the state government.
This took the total approved procurement quantity for summer Moong in Madhya Pradesh to 5,39,072 metric tonnes for the 2026 season. With the procurement period now concluded, the state recorded procurement of around 5.33 lakh metric tonnes of Moong, remaining within the approved limit. All willing and registered farmers were able to sell their available produce at MSP, providing them with direct financial benefits.
Procurement operations were carried out primarily through NAFED and NCCF, with an emphasis on timely payments and transparency. The procurement exercise also contributed to strengthening the rural economy and marked an improvement over the previous year. During summer 2025, Madhya Pradesh procured 3,93,123.79 metric tonnes against an approved quantity of 4,19,692 metric tonnes. In comparison, both the approved quantity and actual procurement increased during the 2026 season. Chouhan said the improved procurement performance reflected greater support for farmers and increased confidence in the agricultural market.
The meeting also reviewed the implementation of the Restructured Weather-Based Crop Insurance Scheme (RWBCIS) in Madhya Pradesh under PMFBY. The state government had sought finalisation of the term sheet for implementing the scheme. Chouhan said the Central Government had completed the necessary steps, provided the term sheet to the state government and urged its early implementation.
Progress on the implementation of the Weather Information Network Data Systems (WINDS) was also reviewed. Despite repeated communication from the concerned Central department, the system is yet to be rolled out in the state. Officials noted that effective implementation of RWBCIS could be challenging without WINDS and stressed the need to operationalise the system at the earliest.
The meeting further discussed the use of technology-based yield assessment under PMFBY. Madhya Pradesh is currently using technology-based assessment methods for major crops, while the Central Government recommended reintroducing Crop Cutting Experiments for ground-truthing and recalibrating technology-based models.
A blended approach combining technology-driven assessments with field-level data was also recommended to improve coordination and enhance the reliability of yield estimates.
Chouhan said the Central and state governments would work together to further strengthen procurement, payment and crop insurance systems in the interest of farmers. He added that timely procurement, assured MSP and an effective crop insurance framework are essential to strengthening farmers’ incomes and building confidence in the agricultural market.
