India’s fisheries and aquaculture sector has achieved remarkable growth over the past decade, with fish production increasing by 106 per cent to 197.75 lakh tonnes in FY 2024-25, compared to 95.79 lakh tonnes in FY 2013-14. This significant rise underscores the success of sustained government support and strategic development initiatives in the sector.
The sector plays a pivotal role in India’s rural economy, providing livelihoods to about three crore fishers and fish farmers while generating extensive employment opportunities across the value chain. India remains a global leader, ranking as the world’s second-largest fish producer and aquaculture producer, and a key player in shrimp production and exports.
Since 2015, cumulative government investments under flagship programmes such as the Blue Revolution, Fisheries and Aquaculture Infrastructure Development Fund (FIDF), Pradhan Mantri Matsya Sampada Yojana (PMMSY) and Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PMMKSSY) have reached Rs 38,572 crore. Projects worth over Rs 32,723 crore have been approved, strengthening infrastructure, productivity, and market linkages for fishers and farmers nationwide.
Several targeted interventions have contributed to the sector’s progress. These include expansion of inland and marine aquaculture, wider access to credit facilities like Kisan Credit Cards (KCCs), enhanced insurance coverage, development of modern fish transportation and processing infrastructure, and establishment of disease diagnostic and aquatic health centres. Government support has also accelerated ornamental fisheries and seaweed cultivation, promoting diversification and value addition.
Under PMMSY, over 2,195 Fisheries Farmer Producer Organizations (FFPOs) have been approved, strengthening collective action and market access. Digital integration efforts, including an MoU with the Open Network for Digital Commerce (ONDC), aim to boost e-market access for traditional fishers and aquaculture entrepreneurs.
India’s seafood exports have also seen strong performance, with 16.98 lakh tonnes valued at Rs 62,408 crore exported in 2023-24, even amid global tariff challenges. These gains reflect the sector’s growing competitiveness and its contribution to employment, exports, and the broader agricultural economy.
