The Food Safety and Standards Authority of India (FSSAI) has officially launched a dedicated Start-Up Cell designed as a one-stop support system, aimed at helping emerging food businesses smoothly navigate food safety requirements, foster food innovation, and reduce procedural roadblocks.
As India’s food start-up sector is expanding rapidly, first-time founders frequently encounter hurdles while trying to understand complex food safety regulations. The newly established Start-Up Cell seeks to bridge this gap by providing accessible guidance, informed compliance, and continuous regulatory improvement.
The cell will facilitate specialised guidance across several key areas, including licensing and registration processes, product standards, categorisation and approvals, labelling, advertising and claims, testing, imports, e-commerce compliance and novel foods, nutraceuticals, and specific food safety requirements.
As per FSSAI, by engaging with the FSSAI Start-Up Cell, food businesses can expect multiple benefits geared toward ensuring early compliance and safe growth. These include easier access to comprehensive regulatory guidance, a clearer understanding of compliance requirements, reduced risk of avoidable errors and operational delays, greater awareness of official FSSAI portals, initiatives, and helpful guidance materials, and a dedicated channel to share recurring regulatory challenges and constructive feedback.
The FSSAI further details the functions of the cell, which will ensure seamless communication and effective support for founders, through structured mechanisms including weekly online interactions for start-up queries and ensuring efficient handling of multifaceted queries with cross-divisional coordination.
While the cell is designed to handhold start-ups through the regulatory landscape, FSSAI has outlined clear operational boundaries.
The cell will provide advisory guidance based on applicable food safety laws and regulations but no exemptions or approvals outside established legal processes. Core licensing, approval, and enforcement decisions will continue to rest strictly with competent authorities.
Further, all queries will be handled with strict confidentiality for query resolution and anonymised policy analysis, and responses requiring complex legal interpretations will be vetted directly by the legal division.
