FSSAI seeks comments on Basic Food Import Clearance Fee

The FSSAI has invited comments from the stakeholders on the Basic Food Import Clearance Fee (BFICF).
This Basic fee is initially estimated as Rs 8400 + applicable GST per Bill of Entry (BoE) and this basic fee amount is revenue-neutral.
"Before implementation of the Basic Food Import Clearance Fee, as Rs 8400 + Applicable GST per Bill of Entry, the comments/suggestions of the stakeholders are solicited. The comments/suggestions, if any, are to be furnished in the prescribed format by 15th July 2024," reads the notice issued by FSSAI.
As per this BFICF Provision, the individual importer will pay a uniform basic fee amount to FSSAI for individual Bill of Entry, irrespective of the fact whether the same is referred by ICEGATE for FSSAI scrutiny procedure or not.
According to an official, Regulations 5(1) of Food Safety and Standards (Import) Regulations, 2017, lay that, upon arrival of the food consignments at the port, the importer or Custom House Agent shall file an Integrated Declaration Form as specified by the Customs and shall pay non-refundable Basic Food Import Clearance Fee as specified by the Food Authority from time to time.
According to the food regulator, the Basic Food Import Clearance Fee (BFICF) shall subsume visual inspection fee, testing fee and other fee as decided by the Food Authority from time to time while FSSAI will bear all the expenses of visual inspection, laboratory testing fees, etc., as decided by the Food Authority from time to time, irrespective of the items/testing in the particular Bill of Entry referred to FSSAI.
