FSSAI specifies hexane content in refined edible oils, adds provisos for oil products

The food regulator of the country has notified the third amendment regulations related to food products standards and food additives specifying hexane content in refined edible oil as well as provisos for different oil products.
The regulations called, Food Safety and Standards (Food Products Standards and Food Additives) Third Amendment Regulations, 2021, amends the regulations 2.2.1 relating to oils and reads, “Further, if the oil is obtained by the method of solvent extraction, it shall be supplied for human consumption only after refining and shall conform to the standards laid down under regulation 2.2.1 (16). The oil so refined shall not contain hexane more than 5.0 ppm. The oil obtained by expelled pressed method shall be free from hexane residues.”
The amendment shall be applicable on all edible oils including ground nut, flaxseed or linseed oil, rapeseed oil or mustard oil, poppy seed oil, safflower seed oil (including imported), taramira oil, til oil, niger seed oil, soybean oil, maize or corn oil, watermelon seed oil, sunflower oil, and avocado oil.
Further, the regulations also prescribed standards for ‘grapeseed oil’.
The regulation says that grapeseed oil means the oil expressed from the clean and sound grape seeds (VitisviniferaL.) It shall be clear from rancidity, suspended or other foreign matter, separated water, added colouring or flavouring substances and mineral oil. It shall conform to the prescribed specifications including refractive index limit 1.467-1.477 at 40 degree centigrade, Saponification value ranging 188-194, iodine value range 128-150, unsaponifiable matter not more than 2.0 per cent and acid value not more than 4.0.
Besides, the test for argemone oil shall be negative.
Furthermore, the amendment also adds clause to sub-regulation 2.2.5 relating to 'margarine and fat spreads‘, and the clause 1 shall now read, “It shall contain raw or refined sesame oil (til oil) in sufficient quantity so that when it is mixed with refined groundnut oil in the proportion of 20:80, the colour produced by the Baudouin Test shall not be lighter than 2.5 red units in a 1 cm. cell on a Lovibond scale.”
Also, in sub-regulation 2.2.6 relating to 'hydrogenated vegetable oils‘, in the clause (1) relating to ‘vanaspati‘, in sub-clause (vii) in item number (c), after the existing text, provision shall be inserted, which says, “In case physically refined rice bran oil is used, the unsaponifiable matter shall not be more than 4.0 per cent by weight; provided that oryzanol content be minimum of 0.20% (by weight) with rice bran oil at 20% level and with an increment of 0.05% with every 5% rise in rice bran oil content.”
