Govt mandates RSP display on all pan masala packs, new rules from February 2026

In a move aimed at enhancing consumer transparency and ensuring GST compliance, the Department of Consumer Affairs has amended the legal metrology norms to make it mandatory for all pan masala packages irrespective of size to print the Retail Sale Price (RSP) and comply with all labelling requirements under the Legal Metrology (Packaged Commodities) Rules, 2011. The amendment, issued via G.S.R. 881(E), becomes effective from February 1, 2026.
Previously, small pan masala packs weighing 10 grams or less were exempt from mandatory RSP labelling. The new rule removes this exemption, ensuring that even the tiniest packs carry clear price information at the point of sale. Alongside the RSP, all other legally required declarations such as manufacturer details, pack weight, batch number, and expiry date — must now appear on every pack.
Officials say the measure will strengthen consumer protection by ensuring buyers are not misled by unlabelled or deceptively labelled products. It will also streamline the enforcement of the recent GST Council’s RSP-based levy on pan masala, helping authorities ensure proper tax collection across all pack sizes, including the smallest units.
The amended rules apply to all manufacturers, packers, and importers of pan masala. From February 2026 onwards, non-compliant products risk regulatory action, including fines or confiscation. The government’s move reflects a broader push toward packaging transparency, consumer rights, and fair taxation especially for widely consumed and regulated products such as pan masala.
