Govt of India notifies 34 new fisheries clusters under PMMSY to boost sector growth

The Department of Fisheries under the Ministry of Fisheries, Animal Husbandry and Dairying has notified 34 new fisheries clusters across India as part of a cluster-based approach under the Pradhan Mantri Matsya Sampada Yojana (PMMSY). This step aims to strengthen competitiveness, improve economies of scale, generate higher incomes for stakeholders and accelerate organised growth in the fisheries and aquaculture sector.
With an estimated investment of Rs 20,750 crore since FY 2020-21, PMMSY supports end-to-end development of fisheries value chains. The cluster strategy seeks to address critical gaps in infrastructure, expand private sector participation, channel financial resources efficiently, and maximise overall sector potential. The State-wise and location-wise list of notified clusters has been released in the Lok Sabha by the Fisheries Minister, Rajiv Ranjan Singh alias Lalan Singh.
The newly notified clusters span a wide range of fisheries activities and geographies, from cold water fisheries in Jammu & Kashmir and Uttarakhand, tilapia and pangasius aquaculture in Chhattisgarh and Uttar Pradesh, to scampi clusters in Odisha and sea cage culture in Karnataka. Other specialised clusters include riverine fisheries in Assam, seaweed clusters in Lakshadweep, tuna clusters in the Andaman & Nicobar Islands, and organic fisheries in Sikkim and Meghalaya. The initiative also encompasses dry fish clusters in West Bengal, saline water aquaculture in Punjab and Rajasthan, and fisheries cooperatives in Maharashtra, reflecting diverse regional strengths.
In addition to cluster development, the Government continues to implement key fisheries initiatives such as the Blue Revolution scheme, which supported integrated fisheries development with a central outlay of Rs 3,000 crore, and the Fisheries & Aquaculture Infrastructure Development Fund (FIDF) launched in 2018-19, offering concessional finance for critical fisheries infrastructure.
Under PMMSY, the Pradhan Mantri Matsya Kisan Samridhi Sah Yojana (PMMKSSY) — a central sector sub-scheme — is also in operation to formalise the sector, promote aquaculture insurance, support micro and small enterprises and uplift quality and safety standards in fish production. Additionally, the government has extended Kisan Credit Card (KCC) facilities to fishers and fish farmers to meet working capital requirements.
The notification of these clusters underscores the Government’s commitment to evolving India’s fisheries sector into a more organised, efficient, and economically rewarding domain for producers and communities involved nationwide.
