In an order, the government of India stated that the Kisan Scheme for Agro Marine Processing and Development of Agro Processing Clusters (Sampada) Yojana has been renamed the Pradhan Mantri Kisan Sampada Yojana for cluster development for the food processing sector.
Confirming the development, it added that the allocation under the scheme, which was recently operationalised by the ministry of food processing industries (MoFPI), was Rs 6,000 crore, and that it was for a period for five years (between 2016 and 2020).
The government plans to set up about 100 agro-processing clusters in India close to the identified agricultural and horticultural production clusters in the country under this scheme.
However, in the first phase, expressions of interest have been issued for inviting proposals from the potential investors and promoters for the establishment of 60 agro processing clusters.
MoFPI stated, “Under the scheme, only one agro-processing cluster will be sanctioned in a district. In case there is more than one proposal from the same district, the proposal having a higher score on merit based on the criteria for assessment will be considered.”
“However, in case there is more than one proposal with the same marks, the proposal with higher equity or contribution (in terms of rupees) will be considered,” it added.
It added that no agro processing cluster will not be sanctioned in the same district where the central processing centre (CPC) of the mega food park (MFP) is located.
MoFPI stated, “Foreign investors could join hands with Indian promoters and invest in the project by way of contributing equity, while the lead promoter is required to set up at least one food processing unit in the cluster with an investment of not less than Rs 5 crore.”
An official from the ministry said, “At least five food processing units, with an aggregate investment of minimum Rs 25 crore, will be set up in the agro-processing cluster by the promoters and associates of Project Execution Agency (PEA) and by other entrepreneurs. The investment in these units will not be eligible for grant under this scheme.”
“Further, food processing units are required to be set up simultaneous to the creation of core infrastructure in the cluster. The core infrastructure facilities being developed in the agro-cluster shall be as per the requirements of the food processing units to be set up in the cluster or as per the available raw material for processing in the area,” he added.
It is pertinent to mention here that the scheme aims at creating modern infrastructure for food processing in the vicinity of production areas.
