The FSSAI has issued an order enabling food businesses to migrate from state licence to Central and vice versa without change in the FSSAI licence number.
The order by the FSSAI reads, ”It has been decided to allow migration of state licence to Central license or vice versa without changing the FSSAI licence number while registration which is for petty food businesses has been consciously kept out as only one time upgrade for registration to state licence is expected.”
The order added that a clear distinction of registration helps in quick identification and facilitation of same.
According to FSSAI, presently FBOs face problems in migration between state to Central licences or vice versa as it requires changes in the FSSAI licence number.
FBOs were required to surrender their existing licence and apply for the new licence. The change in FSSAI number results in change in pre-printed packaging material, stationery, advertisement and so on and FBOs get approval from FSSAI HQ by sending application with requisite fee for using their pre-printed material of their older licence number. This process takes place manually.
FSSAI says that the transition modalities for the modification in the existing licence involve a fee which will be calculated at the time of modification based on the number of years left for the term of licence (state or Central) and online module for transfer of authority that include scrutiny period of 15 days of filing of application.
The final decision would be taken by the destined licensing authority under whose jurisdiction the licence falls. The approval would be given after scrutiny as per the procedure stipulated under the FSS Licensing and Registration Regulations.
However, in case of rejection of the modification, the licence shall continue with the existing licensing authority.
