NRAI welcomes NDMC decision to treat FSSAI licence as deemed health trade permit for restaurants

The National Restaurant Association of India (NRAI) has welcomed the New Delhi Municipal Council’s (NDMC) decision to recognise a valid Food Safety and Standards Authority of India (FSSAI) licence as a deemed Health Trade Permit (HTP) for restaurants operating within NDMC limits.
The reform, supported by the Delhi Government, exempts restaurants and food establishments from obtaining a separate municipal health trade licence if they already hold a valid FSSAI registration or licence. The move is being seen as a significant step towards enhancing Ease of Doing Business (EoDB) in the national capital.
Under the new framework, FSSAI registration will serve as the primary statutory requirement for health and trade compliance in NDMC areas. However, civic inspections will continue to ensure adherence to hygiene, sanitation and public health standards.
NRAI, which represents over five lakh restaurants across India, thanked Lieutenant Governor Vinai Kumar Saxena, Chief Minister Rekha Gupta, the Delhi Government and NDMC for introducing what it termed a progressive and industry-friendly reform. The association also acknowledged the efforts of its Delhi Chapter in engaging with authorities on the issue of duplicative municipal licensing.
Sagar Daryani, President, NRAI, described the move as a “historic reform” for Delhi’s restaurant community, stating that removing the additional compliance layer would significantly simplify regulatory processes. He added that the decision sets a precedent for other municipal bodies across the country to rationalise and modernise their licensing systems.
Sandeep Anand Goyle, Head of NRAI’s Delhi Chapter, said the reform eliminates a redundant requirement that involved annual renewals and procedural delays despite establishments already complying with FSSAI, fire and excise regulations. He noted that the change is expected to ease operational pressures, encourage new restaurant openings, boost employment and allow restaurateurs to focus on quality and innovation. The NRAI reiterated its commitment to collaborating with government and civic authorities to foster a transparent, efficient and growth-oriented regulatory environment for India’s expanding food service sector.
