The ambitious mega parks scheme has now been closed, and despite the government's serious efforts to get them operational, only 25 of the 41 planned mega parks have been completed so far. The mega parks scheme faced challenges with respect to the required number of processing units, delay in State Government clearances, amongst others to get fully operational in time.
The total investment made by the Government in these 41 MFPs is Rs. 1515.58 crore as grants-in-aid.
According to the in-house assessment of the Ministry of Food Processing Industries (MoFPI), the main reason for the delay in making several sanctioned parks operational include challenges faced by Special Purpose Vehicle (SPV) / Implementing Agency (IA) in leasing industrial plots to the required number of food processing units and ensuring their operationalisation as per scheme guidelines, delays in obtaining statutory clearances from State Governments, revisions in the Detailed Project Report (DPR) and project components after the final approval, changes in shareholding patterns, delays in term loan sanction and disbursements, and financial constraints faced by project promoters.
Chirag Paswan, Union Minister of Food Processing Industries, has stated that his ministry has taken several measures to expedite their early operationalisation/completion, which includes regular meetings of the Implementing Agencies discussing monthly progress reports, review meetings with senior officials of the ministry, and making available affordable credit to mega food parks and food processing units in the parks, wherein a Special Fund of Rs. 2000 crore has also been created with NABARD.
However, the mega parks scheme remains a liability and the ministry has discontinued the scheme of mega parks since 2021, with provisions for ‘committees liabilities’ only.
