Telangana restructures food safety enforcement

Telangana’s food processing and hospitality sectors face a significant shift in regulatory oversight following the state government’s establishment of the Telangana Standards Authority for Food and Essential Drugs (TG SAFE).

Created through the merger of the Food Safety Department and the Drugs Control Administration, the new authority establishes a single administrative umbrella designed to tighten compliance, streamline licensing, and enforce stringent quality standards across the food supply chain.

The structural overhaul is directly driven by the rapid expansion of licensed Food Business Operators (FBOs) across the state. By replacing fragmented departmental oversight with a unified command headed by Commissioner Avinash Mohanty, the government aims to eliminate regulatory bottlenecks while standardizing inspection protocols under the Food Safety and Standards Act, 2006.

For food manufacturers, processing units, and commercial eateries, the most consequential operational reform is the creation of a dedicated Enforcement Wing within TG SAFE. Operating with attached personnel from the police department, this wing is equipped to conduct high-rigor, intelligence-led, risk-based inspections aimed at curbing food adulteration and unauthorized manufacturing operations.

The authority’s enforcement operations will initially prioritize the Core Urban Region Economy (CURE), encompassing Hyderabad and peri-urban zones within the Outer Ring Road. Given the high density of food processing hubs, central kitchens, and retail chains in this corridor, FBOs operating in the region will be the first to transition under TG SAFE’s enhanced surveillance and digital monitoring protocols.

Despite the administrative consolidation, the statutory powers of designated Food Safety Officers remain fully preserved, ensuring continuity in routine licensing, auditing, and product sampling. Additionally, the consolidation of state laboratory facilities under TG SAFE’s Laboratory Wing is expected to expedite sample testing turnaround times, providing quicker regulatory clearance for compliant businesses.

To ensure long-term regulatory alignment with national standards, a state-level committee on modernization has also been constituted. This committee will oversee infrastructural upgrades for field units, integration of advanced data-analysis systems, and the establishment of qualitative regulatory frameworks, signalling a tougher, tech-driven compliance landscape for Telangana's food industry.
