Updated guidelines for Pradhan Mantri Fasal Bima Yojana (PMFBY) clarify enrolment

The latest press release from the Ministry of Agriculture & Farmers Welfare lays down revised operational guidelines for the crop-insurance scheme under the National Crop Insurance Portal (NCIP), detailing strict checks on insurance eligibility and mechanisms for grievance redressal to improve transparency and accountability. 

Under the new rules, every application submitted through NCIP must pass mandatory “Quality Check and Validation.” This includes verifying that the applicant has an insurable interest in the crop, owns the land or is a tenant/share-cropper; the insured land area must match or be less than the actual parcel; the insured crop must be the same as the sown crop; and the name of the farmer should match the name on Aadhaar. Applications failing any of these basic prerequisites or those with incomplete or incorrect information/documents can be rejected by the insurance companies. 

For seasonal deadlines, the cut-off for premium debit/enrollment is set at July 31 for the Kharif season and December 31 for the Rabi season. Once enrolled, insurance companies have up to 60 days from the cut-off date to complete quality checks. If documents are deficient, the application is returned to the enrollment channel (e.g. CSCs, banks or intermediaries) to upload missing information and may only proceed if all required documentation is supplied. 

The scheme continues to have a grievance-redressal mechanism. Farmers whose applications are rejected can appeal through the 24×7 KrishiRakshak Portal & Helpline (KRPH) via toll-free number 14447. If needed, they can escalate the matter to the relevantTaluk/tehsil/district-level officers or raise it before a District Grievance Redressal Committee (DGRC), and even to a state-level committee (SGRC) depending on the case. 

Beyond preventive checks, the guidelines also provide for monitoring the scheme’s implementation. Both district-level (under the respective District Magistrate) and state-level (under the Principal Secretary of Agriculture) monitoring committees are to be constituted to oversee enrolment, claim settlement, and grievance redressal. 

These enhanced guidelines aim to bring more clarity, efficiency and accountability to PMFBY’s operational framework ensuring that only eligible farmers with correct documentation benefit, while providing transparent avenues for appeals and grievance handling in case of rejections.
